” in French can also be used to mean “when”, “that”, or “in which”.

Le jour la nation du feu a attaqué.

The day when/that the fire nation attacked.

That’s the year when/that I moved out.

She arrived the day that he left.

Please note that in all of these sentences, some kind of time frame has been mentioned (and underlined).

This makes it easier to understand when où means “when”, “that”, or “in which”.
