“Où” in French can be used to mean “where”.

Le parc où le chien m’a mordu est là-bas.
The park where the dog bit me is over there.
La bibliothèque où j’étudie.
The library where I study.
L’école où le scandale a eu lieu est toujours ouverte.
The school where the scandal took place is still open.
Où in French = When
“Où” in French can also be used to mean “when”, “that”, or “in which”.

Le jour où la nation du feu a attaqué.

C’est l’année où j’ai déménagé.
That’s the year when/that I moved out.
Elle est arrivée le jour où il est parti.

Please note that in all of these sentences, some kind of time frame has been mentioned (and underlined).
This makes it easier to understand when où means “when”, “that”, or “in which”.
